房地產長效機制建設:理念、挑戰與建議

摘要:房地產業是我國國民經濟的支柱產業,但發展欠平穩,其長效機制建設亟須進一步深入。首先梳理房地產長效機制的基本內涵,接著科學凝煉房地產長效機制建設的理念,然后分析我國房地產長效機制建設面臨的挑戰,最后提出針對性政策建議,包括:建立住房保障體系,紓解群眾住房困難;深化金融體制改革,加強現代金融監管;堅持房住不炒定位,不斷優化調控政策;積極探索土地年租制,完善住房用地供應;整合交易環節稅種,調動地方政府積極性。

Abstract:The real estate industry is the pillar industry of China’s national economy,but its development is not stable,and its long-term mechanism construction needs to be changed from “chrysalis” to “butterfly”. This paper first sorts out the basic connotation of the long-term mechanism of real estate,then scientifically condenses the concept of long-term mechanism construction of real estate,then analyzes the challenges faced by the construction of long-term mechanism of real estate in China,and finally puts forward the concept of “building a housing security system to alleviate the housing difficulties of the masses;Deepen the reform of the financial system and strengthen modern financial supervision;Adhere to the housing market position,and constantly optimize regulatory policies;Actively explore the annual land rent system,improve the supply of housing land;Integrate transaction taxes and mobilize the enthusiasm of local governments.”
