試論定額與市場在建設項目造價確定中的作用關系

摘要:隨著市場經濟與社會的發展,互聯網和大數據時代的到來,市場、信息、數據分析成為潮流與變革方向,傳統定額似乎與市場相矛盾,阻礙了市場定價,一時間弱化、取消定額的呼聲勢盛。本文通過對定額、市場運作原理進行分析,探討定額與市場的價格作用關系,提出定額非定購,更非定價,它是管理工具,更是經濟標準;市場并非無常,更非無序,它反映市場供需關系、交易現狀。厘清定額與市場的關系,對于發揮定額、市場在建設項目造價管理中的支撐作用有重要意義。

Abstract:With the advancement of the market economy and society,coupled with the advent of the Internet and big data era,market,information,and data analysis have emerged as prevailing trends and directions for change. Traditional quotas appear to contradict market principles and hinder market pricing. Consequently,there has been a strong call to reduce or eliminate quotas. By analyzing the fundamental principles behind quotas and their impact on market operations,this paper examines the price relationship between quotas and markets. It argues that quotas do not dictate orders or determine prices;rather they serve as management tools while also establishing economic standards. Similarly,markets are not arbitrary or chaotic;instead they reflect supply-demand relationships in real-time trading situations. Clarifying the interplay between quotas and markets holds significant importance in fully leveraging their supportive roles in cost management for construction projects.
